DR Congo: Mineral Peace & The Doha-Swiss Framework
The conflict in Eastern DRC entered a major diplomatic phase this week. While the M23/AFC (Alliance Fleuve Congo) continues to hold strategic mining hubs, a rare breakthrough occurred in Montreux, Switzerland.
- The Swiss Breakthrough (April 17-19, 2026): Representatives from the DRC government and the AFC/M23 signed a protocol under the Doha Framework. The most immediate result: The 477 Prisoner Exchange.
- The Swap: 311 Congolese soldiers captured on the front line are to be released by M23, while the Kinshasa government will release 166 AFC-aligned prisoners.
- The Doha Legacy: Originally signed in Qatar in November 2025, the peace process moved to Switzerland in early 2026 due to regional volatility in the Middle East.
- Mineral Warfare Status: Despite the prisoner swap, combat continues around the Rubaya mines. Control of Coltan and Gold remains the primary funding engine for the AFC/M23 insurgency, creating a direct link to the WarsWW Diamond Pipeline investigation.
Technical Note: Monitoring the 2026 ceasefire now includes “Cyber-Verification”—parties have agreed to cease offensive drone signals and GPS interference in humanitarian corridors.
